David M. Barshay, Esq.
David Barshay is a founding member of Barshay, Rizzo & Lopez, PLLC and heads the firm’s Litigation Department, concentrating on complex litigation matters. Mr. Barshay has successfully prosecuted hundreds of cases across the country. He is admitted to practice law in New York State since 2000 and admitted to practice in Federal District Courts in New York, Indiana, Illinois, Wisconsin, Texas, and Colorado. His admissions also include the United States Circuit Courts of Appeal for the Fifth (Louisiana, Mississippi, Texas) and Second (New York, Connecticut, Vermont) Circuits, as well as the United States Supreme Court.
Mr. Barshay is passionate about academia, having taught a course on trial techniques for the New York State Bar Association and has served as the President of his local Board of Education for more than eight years. For fifteen years, Mr. Barshay has been a correspondent for the New York Law Journal, authoring a bi-monthly column on Insurance Law and Debtor-Creditor Law.

Angelo F. Rizzo, Esq.
Angelo Rizzo is a founding member of Barshay, Rizzo & Lopez. He is a graduate of Queens College and Pace University School of Law. He has been admitted in New York State Courts since 2004 and in the Eastern District Federal Court since 2005. He regularly appears in all 5 Suffolk District Courts, New York City Courts and Arbitrations. Mr. Rizzo has successfully tried hundreds of No-Fault cases and manages the Firm’s personal injury practice. He has published numerous articles in the New York Law Journal in the field of lien assignment collections and litigation. Mr. Rizzo has conducted numerous continuing education classes on No-Fault Law and has co-taught at The E. David Woycik, Jr. Intensive Trial Techniques Program at the Maurice A. Dean School of Law at Hofstra University.

Joaquin J. Lopez, Esq.
Joaquin J. Lopez is one of the founding members of Barshay, Rizzo & Lopez, PLLC, specializing in the litigation and arbitration of insurance claims on behalf of medical providers and pursuing claims for violations of federal debt collection laws on behalf of consumers. Over the years, Mr. Lopez has established a reputation as a fierce and knowledgeable advocate for his clients and a fair adversary among fellow litigants, judges and arbitrators in the New York City and Long Island area.
Mr. Lopez graduated from St. John's University in 1998. He attended Brooklyn Law School's Evening Division, earning his Juris Doctor degree in 2002. While attending law school, he worked as Teacher for the New York City Board of Education for two years. He also interned with the New York State Attorney General's office, Investor Protection and Securities Bureau. Mr. Lopez serves as Vice-President of Long Island Hispanic Bar Association. In 2020, Mr. Lopez received the Nassau County Community Advocate Award from County Executive Laura Curran.
